De manera unánime las diputadas y los diputados del Congreso del Estado de Chihuahua aprobaron un dictamen para que cuando se emitan la Alerta Amber y el Protocolo Alba, se envíen a todos los teléfonos celulares de la población chihuahuense.
La diputada promovente, María Antonieta Pérez Reyes (Morena), expuso en tribuna que el 86.6% de las personas de 6 años de edad en adelante, que viven en la entidad, son usuarias de esos aparatos.
Tal incidencia es la séptima más alta en el país, de acuerdo con la información de la la Encuesta Nacional sobre Disponibilidad y Uso de Tecnologías de la Información en los Hogares (Endutih), elaborada por el Instituto Nacional de Geografía y Estadística (Inegi), apuntó.
Por ello, la importancia de que la Alerta Amber y el Protocolo Alba sean también visibilizados por medio de notificaciones, destacó.
“Como es posible que a mi teléfono lleguen alertas de ofertas de varios productos y no la alerta de que una niña ha desparecido si llegara inmediatamente esta información a los teléfonos de la población, tendríamos más oportunidades de localizar a la persona desaparecida”, expresó.
La aprobación del Pleno constó de la reforma a varios artículos de las leyes del Sistema Estatal de Seguridad Pública, orgánicas de la Fiscalía General del Estado y del Poder Ejecutivo.
En ese contexto, la diputada Nancy Frías, en representación de la Comisión de Seguridad Pública y Protección Civil, abundó en que el decreto pretende aprovechar las tecnologías en la búsqueda de personas, y que se diseñen nuevos instrumentos o protocolos adicionales para aprovechar las herramientas que estén al alcance.
Resaltó que en ese asunto es más posible que a los celulares lleguen los anuncios de ofertas de varios productos y no la alerta de que una persona desparecida, “si llegara inmediatamente esta información a los teléfonos de la población, tendríamos más oportunidades de localizar a los desaparecidos”, comentó.
De ahí que, con el ánimo de ampliar el espectro de colaboración institucional, y el aprovechamiento de las tecnologías de la información y las comunicaciones en coadyuvancia con la plataforma Centinela, es que se aprobó dicha reforma.
