En Sesión Ordinaria del Congreso, fueron aprobadas una serie de reformas y adiciones a la Ley de Turismo del Estado de Chihuahua, con la finalidad de fortalecer el turismo en la Entidad, así como garantizar la protección de turistas en entornos digitales, impulsar el desarrollo y la preservación cultural, fomentar la innovación de los productos y la profesionalización de los guías de turistas, consolidando a la vez la oferta turística mediante estrategias multilingües.
En este sentido, una de las reformas fue en el artículo 4º de la normativa mencionada, en la que se otorga entre otras, la atribución a la Secretaría de Turismo de impulsar y desarrollar la investigación en materia de turismo orientada al desarrollo sostenible, considerando sus dimensiones ambiental, sociocultural y económica, e implementar los resultados para el fortalecimiento y la competitividad del sector.
Además, la de ejercer las demás facultades y obligaciones que le asignen otros ordenamientos jurídicos aplicables y las que le sean atribuidas por la persona Titular del Poder Ejecutivo, en materia de Turismo.
Otra de las reformas se realizó con el propósito de aprovechar las plataformas digitales para la promoción, difusión turística municipal y actualización de la información turística en dichos medios, así como garantizar la protección de turistas en entornos digitales, impulsar el desarrollo y la preservación cultural, fomentar la innovación de los productos y la profesionalización de los guías de turistas, consolidando a la vez la oferta turística mediante estrategias multilingües.
Es así que, la Secretaría referida también deberá, impulsar, en coordinación con las dependencias correspondientes y los municipios, la promoción y difusión de las tradiciones y costumbres que constituyan atractivos turísticos en el Estado, respaldando las políticas públicas para su conservación.
Asimismo, habrá de promover, dirigir, coordinar o realizar material informativo, promocional y publicitario en materia de turismo del Estado, procurando sea distribuido en varios idiomas, atendiendo a la afluencia más común de turistas extranjeros.
Ahora bien, los municipios, también deberán difundir y promover en su portal web institucional, las fiestas patronales, eventos culturales, espectáculos, gastronomía, ferias, y demás eventos realizados en su demarcación, que constituyan atractivos turísticos; incluyendo eventos realizados tanto por el sector público como por el privado, debiendo en este último caso, así como cuando se trate de instituciones de otros órdenes de gobierno, integrarlos por solicitud de quien los promueve.
Además, con las adecuaciones realizadas, es obligación de las personas prestadoras de servicios turísticos el profesionalizar a sus trabajadores y empleados, en los términos de las leyes respectivas, en coordinación con la Secretaría. En el caso de personas que son guías de turistas, promover convenios con instituciones de educación superior a efecto de otorgar una capacitación certificada que incluya conocimientos en historia y cultura del Estado de Chihuahua, así como de comunicación efectiva y gestión de grupos.
