Entregó Hacienda al Senado la Ley de Ingresos 2026

El secretario de Hacienda y Crédito Público, Edgar Amador, presentó al Senado el proyecto de la Ley de Ingresos de la Federación (LIF) 2026, que plantea aumentar la recaudación en 5.7% respecto a este año, mediante un aumento al costo de refrescos y cigarros, retorno de divisas en el extranjero y revisar la situación fiscal de los nómadas digitales.

Ante los presidentes del Senado, Laura Itzel Castillo, y de la Comisión de Hacienda de la cámara alta, Miguel Ángel Yunes Márquez, Edgar Amador afirmó que el Paquete Económico 2026 llega en un momento en el que México ha sabido maniobrar su política fiscal, aún cuando persisten riesgos a nivel internacional.

Sostuvo que pese a fenómenos como los aranceles impuestos por Estados Unidos, México ha mostrado resiliencia en su economía.
Cabe destacar que al Senado únicamente corresponde analizar y aprobar la Ley de Ingresos de la Federación 2026, mientras que a la Cámara de Diputados el Presupuesto de Egresos de la Federación y la LIF 2026.

El titular de Hacienda estimó que en 2026, la economía nacional crecerá entre 1.8 y 2.8 con un punto medio en 2.3%, impulsado por inversión privada, consumo exportador y un marco fiscal que da certeza y estabilidad.

Indicó que se prevén ingresos totales por 8.7 billones de pesos, con la recaudación tributaria como eje central, pues se estima aumentar la base de contribuyentes en 5.7% respecto al 2025, “lo que llevará a los ingresos tributarios a un máximo histórico de 15.1% del Producto Interno Bruto”.

Destacó que una novedad de la LIF para el próximo año es que se ajustará el Impuesto Especial sobre Producción y Servicios (IEPS) a bebidas y tabacos, para reducir enfermedades crónicas y el costo de enfermedades relacionadas.

Además, los bancos en el país ya no podrán hacer deducibles las cuotas pagadas al IPAB (Instituto para la Protección al Ahorro Bancario) destinadas al pago de los pasivos del Fobaproa.

Asimismo que “se concede un beneficio a las personas físicas y morales que retornen recursos de procedencia licita al país con el objetivo de que dichos recursos sean invertidos en actividades productivas que coadyuven al crecimiento económico de México”.

En tanto, indicó que “se revisará la situación fiscal para asegurar una contribución equitativa a la hacienda pública por parte del universo de talento que reside en México, de forma que sea sostenible la provisión de infraestructura y servicios públicos que ellos demandan”.

Indicó que la LIF 2026 prevé un déficit de 4.1% del PIB, menor al 4.3% previsto inicialmente, así como un nivel de deuda de 52.3%, “cifras prudentes que garantizan la continuidad de programas sociales e inversión estratégica sin comprometer la estabilidad fiscal ni el crecimiento económico”.

“Esta ley de ingresos es una oportunidad para reforzar la estabilidad, modernizar nuestro sistema fiscal y garantizar que la prosperidad llegue a todos los sectores de la población, especialmente a quienes históricamente han sido excluidos”, sostuvo.

Por su parte, el senador Miguel Ángel Yunes, presidente de la Comisión de Hacienda, dijo que la política económica en el primer año de la presidenta Claudia Sheinbaum está basada en criterios de responsabilidad, visión técnica y manejo eficiente de los recursos.
Estimó que entre enero y julio 2025, los ingreso tributarios aumentaron 7.2% y se espera que la deuda pública cierre a finales de año con un decremento en términos reales.

Finalmente, expresó que los senadores evaluarán con rigor, imparcialidad y equilibrio el proyecto de la Ley de Ingresos de la Federación para el próximo año.
