La Comisión de Seguridad Pública y Protección Civil del Congreso del Estado, aprobó por unanimidad el sentido positivo de los dictámenes correspondientes a diversas iniciativas en materia de seguridad y derechos humanos relacionados con la protección de niñas, niños y adolescentes.
Las y los integrantes, avalaron el sentido positivo del dictamen que busca reformar la Ley General de Víctimas y la normativa estatal para garantizar que los menores de edad víctimas o testigos de delitos no sufran revictimización institucional, así como la eliminación de prácticas que generan trauma, como la repetición innecesaria de declaraciones.
Además se aprobó el sentido positivo del dictamen para tipificar como delito la realización de llamadas falsas a los sistemas de emergencia, con el fin de evitar el desperdicio de recursos públicos que asciende a 93,000 pesos diarios en el estado.
La diputada Nancy Frías, presidenta de la Comisión, explicó que durante 2025, el 911 de Chihuahua recibió más de 346 mil llamadas, de las cuales casi el 67% fueron improcedentes, lo que equivale a que 2 de cada 3 llamadas no eran emergencias reales.
Finalmente, se dio curso al análisis para la expedición de la Ley de Cultura de la Legalidad y Construcción de la Paz, iniciativa que busca actualizar un marco normativo que cuenta con más de una década de antigüedad.
En la reunión de trabajo participaron las diputadas Irlanda Márquez (PT), Xóchitl Contreras (PAN), y los diputados Arturo Medina (PRI), Pedro Torres (MORENA) y Octavio Borunda (PVEM). Asimismo, se contó con la presencia de expertos de la Fiscalía General del Estado y el Director del C7 de la Secretaría de Seguridad Pública.
