Chihuahua, Chih.– Tras la trágica muerte de dos trabajadores de la construcción en Ciudad Juárez, la diputada del Partido Acción Nacional (PAN), Xóchitl Contreras, presentó este martes en el Congreso del Estado un punto de acuerdo que fue aprobado por unanimidad. En él, se exhorta respetuosamente al presidente municipal de Juárez a ejercer con responsabilidad las facultades que le otorga el artículo 115, fracción V, inciso f) de la Constitución Política de los Estados Unidos Mexicanos en materia de licencias de construcción.
El exhorto busca que el Gobierno Municipal deje de actuar con fines meramente recaudatorios y asuma su deber de vigilar y supervisar las obras, garantizando condiciones seguras tanto para los trabajadores como para los vecinos.
“En Ciudad Juárez seguimos enterrando vidas por la irresponsabilidad. Ayer, dos trabajadores de la construcción murieron aplastados por una barda. Dos familias quedaron destruidas. ¿Y el Gobierno Municipal? Bien, gracias. Recaudando, sin supervisar”, expresó la legisladora desde tribuna.
Contreras lamentó que las licencias de construcción se estén entregando sin inspección ni seguimiento, ignorando el Reglamento de Construcción del Municipio de Juárez, que establece como objetivo la solidez, estabilidad y, sobre todo, la protección de vidas y propiedades.
“El artículo 115 de la Constitución es claro: es responsabilidad del municipio garantizar que las construcciones se realicen con seguridad. ¿Dónde estaban sus inspectores? ¿Dónde estaba la supervisión? ¿O acaso no les importa si las obras matan, siempre y cuando dejen dinero?”, cuestionó.
Asimismo, advirtió que incluso si la obra donde ocurrió la tragedia no contaba con licencia, el municipio no queda exento de responsabilidad, ya que su deber es detectar y frenar cualquier construcción irregular para evitar pérdidas humanas.
Por ello, exhortó al alcalde a asumir su obligación constitucional y pidió a las y los diputados que se sumaran a esta causa. “Esto no es un tema de partidos, es un tema de justicia, de prevención y de compromiso con la vida y la dignidad de nuestra gente”, enfatizó.
Finalmente, sostuvo que votar a favor de este punto de acuerdo es un acto de responsabilidad y humanidad.
“Hoy levantamos la voz por quienes ya no pueden hacerlo. Porque la vida de cada juarense vale más que cualquier permiso mal otorgado”, concluyó.
