Como “inaudito y violatorio”, consideró el presidente municipal de Chihuahua, Marco Bonilla Mendoza, la intención del Gobierno Federal de imponer el rubro en el que los ayuntamientos deben gastar un 10% del Fondo de Aportaciones a la Infraestructura Social (FAIS).
Además, recalcó que esta aportación no es un acto de cortesía de la Federación, sino una obligación fiscal, pactada en el Convenio de Coordinación Fiscal entre estados y municipios.
“Es decir, del dinero que estoy obligado a transferirte como Gobierno Federal, no lo transfieran por buena onda…lo que están haciendo es regresarnos lo que nosotros tributamos como ciudadanos en impuestos federales, y, repito, de cada 100 pesos nos regresan 12”, comentó el alcalde chihuahuense.
Por ello, el que el Gobierno Federal pretenda dictar en qué se deben invertir, es “inaudito, eso es violatorio totalmente, de la Constitución, de la libertad de Hacienda Municipal, y bueno, pues es lamentable”.
Tal fue la razón -explicó- por la que se generaron reuniones como el Encuentro Nacional de Tesoreros Municipales, que se realizó este viernes en el Museo Casa Chihuahua , y en la que participaron los municipios de Irapuato, Guanajuato, y la delegación Miguel Hidalgo de Ciudad de México, junto con la Fundación Konrad Adenauer en México, y la Secretaría de Hacienda Estatal de Chihuahua.
“Deben de servirlos para coordinarnos, aglutinanarnos, y trabajar en conjunto”, comentó el alcalde chihuahuense.
Indicó que el Encuentro es uno de los resultados de la controversia constitucional que presentaron justamente en materia del FAIS, y de transparencia, presentada por 26 municipios del país, porque “no estamos de acuerdo en que desde el centro se nos diga cómo se deben gastar las finanzas del municipio”.
Bonilla Mendoza subrayó que tales recursos “ no son del Gobierno Federal, de la Presidenta de la República, ni de la Cámara de Senadores, son recursos son de la gente que vive en las ciudades, y la gente que vive en las ciudades es quien debe determinar en qué se debe usar ese recurso”.
Comentó que el par de créditos que este jueves le fueron autorizados por el Congreso del Estado, tendrá toda la transparencia que se requiere, en el manejo del erario.
“Estamos dando el ejemplo a otros gobiernos, que al contrario pues quiere desaparecer instituciones de transparencia, quieren ser más opacos, quieren que no nos metamos, reservan información, nosotros por el contrario aquí la abrimos porque la información de las finanzas del dinero a la gente es de la gente justamente”, enfatizó.
