El presidente de COPARMEX Chihuahua, Jorge Treviño Portilla, informó que el sector empresarial organizado de Chihuahua no está negociando ni ha considerado negociar la aprobación del incremento de 1% al Impuesto Sobre Nómina (ISN) propuesto en el Paquete Económico 2026 por parte del Gobierno del Estado.
Explicó que las reuniones sostenidas con diputadas, diputados y representantes del Gobierno del Estado han sido exclusivamente informativas, con el fin de dejar clara la postura empresarial: hoy no existen condiciones económicas, laborales ni sociales que justifiquen aumentar este impuesto.
Treviño Portilla puntualizó que COPARMEX Chihuahua realizó una consulta amplia entre sus empresas afiliadas —pequeñas, medianas y grandes— y el rechazo fue unánime. Las y los empresarios consideran que este incremento representa un riesgo directo para su estabilidad financiera y para la continuidad de las fuentes de empleo, en un entorno ya presionado por aumentos al salario mínimo, nuevas obligaciones operativas, inflación persistente y la próxima reducción de la jornada laboral.
El presidente recordó que el ISN es, en la práctica, un impuesto sobre el empleo, pues grava directamente el trabajo formal. Cada persona contratada, cada salario pagado y cada nueva oportunidad laboral implica una contribución adicional. Por ello, un aumento de este impuesto no afecta únicamente a las empresas, sino a quienes trabajan en ellas. Cada peso destinado al ISN es un peso menos para contratar, invertir, innovar o crecer; los estados más competitivos fortalecen la formalidad, no la encarecen.
De acuerdo con análisis técnicos, incluida la evidencia de la Plataforma de Inteligencia Competitiva del Sector Privado, elevar la carga sobre la nómina podría incrementar la informalidad hasta 40.8% y reducir entre 0.5% y 0.9% el empleo formal. Lejos de mejorar la recaudación, el efecto neto podría ser negativo, con una caída estimada de hasta 416 millones de pesos.
Treviño Portilla enfatizó que este no es un debate ideológico ni una confrontación con el Gobierno del Estado. “Los empresarios no somos adversarios del desarrollo social; lo construimos todos los días”, señaló. Esto —dijo— es un análisis técnico basado en productividad, estructura de costos, elasticidad del empleo y competitividad regional, variables que hoy están bajo presión debido al estancamiento económico nacional, la volatilidad internacional y el aumento de la inseguridad.
