El Mezzanine del H. Congreso del Estado fue el espacio donde se llevó a cabo el foro legislativo “Vacío legal, urgencia social: el acecho como violencia persistente. Hacia su tipificación en Chihuahua”, convocado con el objetivo de visibilizar y discutir esta forma de violencia que, a pesar de su gravedad y persistencia, aún no cuenta con una tipificación autónoma en el marco jurídico estatal.
La diputada Leticia Ortega Máynez, organizadora del evento, ofreció las palabras de bienvenida y clausura, reconociendo el trabajo de víctimas, colectivas, especialistas y de otras y otros legisladores que han promovido iniciativas sobre el tema. Ortega enfatizó que el acecho representa una forma de violencia sistemática que ha sido ignorada institucionalmente, a pesar de su impacto psicológico, físico y social.
Durante el foro se abordaron los elementos clave que permiten distinguir al acecho de otras figuras jurídicas como el hostigamiento o el acoso, así como sus efectos en la vida de las víctimas:
- Diana Murrieta, fundadora de Nosotras para Ellas A.C., presentó un análisis técnico para la incorporación del acecho como delito autónomo en Chihuahua, con enfoque diferenciado y perspectiva de género.
- Jennifer Seifert, representante del Frente Nacional contra la Violencia Vicaria, expuso la manera en que el acecho opera como una forma de continuidad de la violencia de género en contextos post ruptura.
Además, se abrió un espacio de diálogo con víctimas, colectivas, representantes institucionales y ciudadanía, donde se compartieron experiencias, exigencias y propuestas que fortalecen la urgencia de una respuesta legislativa clara y efectiva.
Durante el evento también se reconoció el impulso legislativo de diputadas y diputados que han promovido iniciativas para tipificar el acecho, incluyendo a Leticia Ortega Máynez, Saúl Mireles Corral, Aérica Aguilar Gil y Rosana Díaz Reyes. La coincidencia entre distintas fuerzas políticas evidenció que este tema debe trascender diferencias partidistas y priorizarse como una deuda legislativa.
El foro concluyó con un llamado firme a reconocer al acecho como una violencia grave, progresiva y con potencial letal, que exige una atención jurídica específica, con enfoque preventivo y perspectiva de género. Las conclusiones de la jornada reforzaron la necesidad de construir un tipo penal claro, eficaz y alineado con estándares internacionales.
