La 68 Legislatura de Chihuahua exhortó a la Secretaría de Hacienda, a la Dirección General del Registro Público de la Propiedad y del Notariado, y las 67 tesorerías municipales, para que en conjunto con el Colegio Estatal del Notariado Chihuahuense, establezcan un programa permanente, en beneficio de las personas adultas mayores, que ofrezca descuentos, asesorías y facilidades para garantizar la escrituración y regularización de su vivienda.
Lo anterior, tras aprobar la moción del diputado Arturo Medina (PRI), a fin de que el llamado se realizara en específico a las instancias referidas, y posteriormente la diputada Alma Portillo Lerma (MC) pidió hacerlo extensivo a las referidas áreas municipales.
Al respecto, la diputada Rosana Díaz Reyes (Morena), en su proposición expuso que hay mujeres y hombres de la tercera edad que aún tienen incertidumbre jurídica sobre la propiedad habitacional que les llevó toda una vida, y en muchos casos todavía trabajan.
“Simplemente sienten, que no tienen nada, como si todo ese esfuerzo, toda esa labor, todos sus años de entrega, al final, no pudieran asegurarse”, comentó.
Observó que la mayor dificultad es la cantidad que se les pide por el testamento, que es un “porcentaje de lo que le ha costado una vida”.
La plusvalía, en casos como el de Ciudad Júarez, pueden resultar engañosas, debido a que es frontera y se puede catalogar en diferentes rubros, que no necesariamente corresponden, apuntó.
