“Que se reconozca y garantice el derecho al cuidado digno, y el reconocimiento de las personas cuidadoras por su labor”, propuso la diputada Alma Portillo Lerma (MC), ante el Congreso del Estado de Chihuahua.
Lo anterior, mediante al presentar una reforma al marco constitucional del derecho cuidado, que contempla también la puesta en marcha de un Sistema Estatal de Cuidados.
Dijo que el derecho al cuidado ha sido no se ha visibilizado y a su vez los cuidadores enfrentan una sobrecarga laboral, de ahí que debe dotarse de los derechos laborales en reconocimiento a su trabajo en beneficio de las familias y la sociedad.
El Sistema Estatal de Cuidados funcionará como un ente regulador de los servicios de cuidados, tanto públicos como privados, que toda persona pueda acceder a cuidados equitativos y de calidad y promover la equidad en la provisión de cuidados, explicó.
Alma Portillo señaló que se estima que las mujeres en nuestra entidad, destinan en promedio 28 horas semanales, para el trabajo de cuidados no remunerado, frente a 12 horas que dedican los hombres.
Indicó que esto hace “urgente”, la necesidad de implementar políticas públicas que garanticen el derecho al cuidado digno, en condiciones de igualdad y corresponsabilidad, tanto a nivel estatal como municipal.
“El Estado deberá contemplar un sistema de financiamiento progresivo en Ley de Egresos, bajo la perspectiva de que el derecho al cuidado representa todas aquellas actividades y relaciones que atienden las necesidades físicas, psicológicas y emocionales de las personas”, detalló.
Agregó que tal enfoque tendrá especial énfasis en “niñas, niños y adolescentes, personas adultas mayores, personas con discapacidad y personas en situación de dependencia o vulnerabilidad”.
