El gobierno de Estados Unidos reabre finalmente tras 43 días de cierre, el más largo de su historia, después de que el Congreso aprobara el miércoles un presupuesto provisional que durará hasta el 30 de enero, fecha para la cual el Legislativo deberá aprobar partidas para todo el ejercicio si quiere evitar una nueva suspensión administrativa parcial.
El paquete de continuación presupuestaria, firmado poco antes de las 10:30 de la noche, hora local, por el presidente Donald Trump, garantiza el financiamiento provisional para las agencias del gobierno hasta la fecha indicada, otorgando al Congreso más tiempo para negociar asignaciones a largo plazo, pero también crea mecanismos para evitar situaciones como las vividas durante este cierre.
En especial, este paquete ya va a financiar -pase lo que pase en enero- durante todo el ejercicio al Departamento de Agricultura, encargado del Programa de Asistencia Nutricional Suplementaria (SNAP).
Esto evitará lo sucedido durante este cierre, en el que millones de personas han quedado desde principios de noviembre sin asistencia de este programa de apoyo alimentario del que se benefician al menos 1 de cada 10 estadounidenses.
El paquete también hace que unos 670 mil empleados federales puedan retornar a sus puestos después tras estar 43 días sin trabajar ni cobrar y garantiza también que los aproximadamente 730 mil funcionarios que han seguido trabajando -porque sus labores se consideran esenciales- cobrarán todas sus nóminas atrasadas.
A estos últimos, el último cheque les llegó a mediados de octubre y fue un pago parcial en la que solo se les abonaron los días trabajados en el segundo tramo de septiembre.
Se espera que esto permita aliviar la tensa situación del transporte aéreo en Estados Unidos, que ante la escasez de controladores (muchos de los cuales pidieron bajas para poder realizar empleos a tiempo parcial), se ha visto obligado a reducir paulantinamente el volumen de vuelos hasta prácticamente el 10% en los 40 aeropuertos con más tráfico del país y ha provocado miles de retrasos y cancelaciones desde el 7 de noviembre.
La partida presupuestaria que aprobó el Senado el pasado lunes gracias a ocho demócratas que se saltaron a la disciplina de voto y que selló ayer la Cámara de Representantes, también rescinde todos los despidos de funcionarios. Se cree que unos seis mil, que el gobierno Trump aprobó tras el comienzo del cierre y bloquea cualquier otra reducción de personal federal hasta enero.
En la ceremonia de firma desde el Despacho Oval, agradeció a esos senadores demócratas que votaron con los republicanos por su cambio de parecer y aseguró que no permitirán otra “extorsión” con las negociaciones presupuestarias, que en su opinión no deberían ser tan complicadas de resolver con la mayoría republicana del Congreso.
