En el marco del debate sobre una posible reforma político-electoral en Chihuahua, el diputado y coordinador del Grupo Parlamentario del PAN en el Congreso del Estado, Alfredo Chávez Madrid, señaló que su partido no acompaña la propuesta para elegir regidores por distritos o demarcaciones territoriales, al considerar que este cambio, por sí solo, no garantiza una mejor representación ciudadana.
El legislador explicó que la discusión sobre las regidurías debe darse junto con el análisis integral de la Reforma Política, ya que es en ese marco donde se definen las reglas de representación, gobernabilidad y funcionamiento de los ayuntamientos, y no mediante cambios aislados o decisiones apresuradas.
Chávez Madrid reconoció que existe un diagnóstico compartido sobre la necesidad de que los cabildos, sobre todo en municipios grandes y medianos, tengan una mayor cercanía con las distintas zonas de la ciudad; sin embargo, advirtió que la solución no puede ser copiar modelos que ya han mostrado fallas en otros estados.
Al fijar la postura del PAN, el diputado afirmó que “el problema de fondo no es la falta de democracia, sino cómo mejorar la representación en los cabildos sin generar confusión electoral ni afectar la gobernabilidad de los municipios”, por lo que insistió en que el reto es construir reglas claras, viables y entendibles que fortalezcan la vida municipal.
