La diputada local, María Antonieta Pérez (Morena), de nuevo criticó la postura del titular de la Secretaría de Seguridad Pública del Estado (SSPE), Gilberto Loya Chávez, respecto a la indemnización por daño moral, a las familias de los custodios asesinados en el Cereso de Ciudad Juárez.
“Parece significativamente más dura y evasiva en sus declaraciones públicas, que en la contestación formal ante el Tribunal. Mientras que en el proceso legal mantiene una postura más conciliatoria y reconoce cierta responsabilidad institucional, ante la opinión pública busca deslindarse completamente”, dijo.
Observó que Loya Chávez aseguró que el Cereso (Centro de Reinserción Social) no dependía de la SSPE, podría complicar los procesos de conciliación con las familias afectadas, al generar desconfianza sobre la verdadera disposición de la autoridad para resolver el caso.
“Es un argumento débil sin sustento jurídico, considerando que existe continuidad institucional en las responsabilidades del Estado, independientemente de qué dependencia específica estuviera a cargo en ese momento”, indicó la legisladora juarense.
Sostuvo que la sucesión de las responsabilidades es clara, pues así se establece en el decreto LXVII/RFLEY/0503/2023, y que la “doble postura” del titular de la SSPE revela la “debilidad de sus argumentos”.
“Las familias de los custodios caídos merecen una respuesta clara y congruente del Estado, no evasivas técnicas que solo prolongan su dolor. El secretario Loya debe asumir la responsabilidad institucional que le corresponde como actual titular del sistema penitenciario estatal”, reiteró.
Recalcó que la propia gobernadora María Eugenia “Maru” Campos, aceptó la recomendación de la Comisión Nacional de los Derechos Humanos, sobre tales hechos.
“No puede ahora uno de sus secretarios pretender deslindarse de compromisos ya reconocidos por el Ejecutivo Estatal”, opinó.
