Chihuahua, Chih.- El Congreso del Estado aprobó el dictamen derivado de una iniciativa presentada por el diputado del Grupo Parlamentario del PAN, Arturo Zubía Fernández, mediante el cual se reforma el Código Municipal para obligar a los ayuntamientos a transmitir en vivo sus sesiones de Cabildo y conservarlas en formato digital, con el fin de que la ciudadanía pueda conocer cómo se toman las decisiones en su municipio.
La reforma establece que las sesiones deberán difundirse desde el portal oficial o mediante la tecnología disponible en cada ayuntamiento, y además deberán quedar almacenadas para su consulta. El decreto entrará en vigor el 1 de enero de 2027, con el objetivo de que los municipios realicen los ajustes administrativos y presupuestales necesarios para cumplir con esta disposición.
Actualmente, no todos los municipios transmiten sus sesiones de Cabildo, lo que limita el acceso de la ciudadanía a la información pública. “Todavía existen ayuntamientos donde hay demasiada opacidad, donde las sesiones se hacen prácticamente a escondidas de la sociedad… ya no hay pretexto, hasta con un teléfono celular pueden transmitirlas”, expresó el diputado Arturo Zubía Fernández.
Con esta modificación, la transmisión de las sesiones pasa de ser una práctica opcional a una obligación legal en materia de transparencia municipal, alineada con el derecho de acceso a la información. La reforma no implica la creación de nuevas estructuras, sino el uso de herramientas tecnológicas ya disponibles para fortalecer la rendición de cuentas en el ámbito local.
