La sesión ordinaria del Congreso del Estado, programada para hoy jueves 24 de octubre, fue suspendida momentáneamente, luego de que el Grupo Parlamentario de Morena tomara la tribuna en protesta por el Orden del Día.
Encabezado por su coordinador, Cuauhtémoc Estrada Sotelo, se negaron a votarlo debido a que se habían cambiado los lugares asignados para el punto V, referente a la presentación de iniciativas, en la que se colocó al diputado Francisco Sánchez Villegas (MC), en primer lugar.
De acuerdo a lo expuesto por el morenista, al cierre del registro de inscripción de temas, este miércoles 23, el coordinador de la bancada naranja fue el último, incluso aparecía en segundo lugar en la mañana, y por acuerdo de la Mesa Directiva previo a la sesión, se cambió al primero.
Estrada reclamó que no es la primera vez que se modifican las asignaciones en el último minuto, y que era injusto porque “su asunto no era más importante que el de las otras y otros diputados que se registraron primero”.
Sánchez Villegas recalcó que el ajuste era válido dentro de los procedimientos legislativos, y la trascendencia del asunto de la iniciativa, referente a un decreto para reformar la Constitución Política, dirigido al Congreso de la Unión, en el marco de la iniciativa que la bancada federal de Morena pretende para otorgarse una Supremacía Constitucional.
De manera previa al inicio de las sesiones ordinarias, la Mesa Directiva, integrada por todas las fuerzas políticas en el Congreso, se reúnen para determinar el orden de los temas a presentarse y discutirse.
Por supuesto que se considera el tiempo real en el que se debatirán, principalmente debido a la cobertura de la prensa y su difusión.
De ahí la prioridad que se le asigna a los asuntos enlistados, que incluso llegan a ser retirados voluntariamente por sus iniciadores, para programarlos más temprano al día siguiente.
En esta ocasión, el debate se centró en la colocación del líder del GPMC , a quien incluso la diputada de Morena, Rosana Díaz, le criticó que abordara temas nacionales, cuando “para eso están allá diputados federales, aquí nos interesa solo Chihuahua”.
Posterior a ello, se intentó votar el Orden del Día, pero la Fracción de Morena se levantó de sus curules y subieron a tribuna, donde comenzaron a gritar “¡Orden y respeto!”, para interrumpir la continuidad de la sesión.
Alfredo Chávez Madrid, coordinador del GPPAN pidió la voz y expuso que el acuerdo fue tomado legalmente, y le pidió a sus pares morenistas permitir el desarrollo de los trabajos, toda vez que su verdadera motivación era bloquear cualquier acto que evitara críticas a las iniciativas constitucionales que buscan en el Congreso de la Unión.
“Entiendo que el Grupo Parlamentario de Morena no quiera discutir el asalto a la República que están haciendo, pero lo vamos a tener que discutir”, expresó en medio de los gritos de las y los legisladores del partido guinda.
Morena no accedió y la presidenta, Elizabeth Guzmán Argueta (Morena) tuvo que decretar un receso de 20 minutos, para calmar los ánimos, liberar la tribuna, y continuar la sesión.
Hasta el momento, las labores no han sido retomadas.
