Las y los integrantes de la Junta de Coordinación Política (JUCOPO) del Congreso local, aprobaron por mayoría de votos la convocatoria para participar en la evaluación y selección de postulaciones de la elección extraordinaria 2024-2025 de las personas que ocuparán los cargos del Poder Judicial del Estado, por un periodo de 8 años para homologar el calendario de renovación del Poder Judicial Federal.
Lo anterior, dirigido para personas juzgadoras a Magistradas y Magistrados del Tribunal Superior de Justicia, del Tribunal de Disciplina Judicial, así como Jueces y Juezas de primera instancia y menores del Poder Judicial del Estado.
En el caso del Tribunal de Disciplina Judicial, las bases establecen tres puestos para magistradas y dos más, para magistrados; 15 magistraturas para mujeres y 15 más para hombres en el Tribunal Superior de Justicia y, 135 juezas y 135 jueces en Juzgados de Primera Instancia y Menores.
Los requisitos para los cargos de elección, están definidos dentro de la convocatoria y en los que destacan: licenciatura en derecho, historial académico, actividad jurídica o práctica profesional, constancia de residencia en el estado, constancia de no inhabilitación, constancia de antecedentes penales, carta de buena reputación, constancia de no inscripción del padrón del Registro Estatal de Personas Deudoras Alimentarias Morosas, así como del Registro Estatal de Personas Sancionadas en Materia de Violencia Política contra las Mujeres en Razón de Género.
Además, la presente convocatoria expone que las personas juzgadoras que se encuentren en funciones al cierre de la misma, serán incorporadas a los listados para participar en la elección extraordinaria 2024-2025, excepto las que manifiesten la declinación de su candidatura.
Las personas aspirantes se inscribirán ante los Comités de Evaluación de cada Poder del Estado, del lunes 13 de enero a las 00:00 horas hasta el viernes 24 de enero a las 23:59 horas del 2025 a través del sitio web: https://www.congresochihuahua.gob.mx/micrositio/personasjuzgadoras/2025.
Concluido el plazo de registro de aspirantes, el Comité de Evaluación de cada Poder, verificará que las personas aspirantes que hayan concurrido a la convocatoria, reúnan los requisitos constitucionales y legales de elegibilidad, a través de la documentación que presenten; se publicará un listado de las personas acreditadas a más tardar el 12 de febrero del 2025.
Los Comités de Evaluación de cada Poder, evaluarán a las personas aspirantes considerando los conocimientos técnicos necesarios para el desempeño del cargo (podrán realizar entrevistas de acuerdo a su consideración), la distinción por su honestidad, buena fama pública, competencia, antecedentes académicos y profesionales, todo en el ejercicio de la actividad jurídica o en la impartición de justicia.
La matriz de evaluación será contabilizada de la siguiente manera: méritos académicos con 40 puntos, méritos de experiencia profesional con 30 puntos y 30 puntos más para honestidad y buena fama pública; se integrará un listado por Comité de Evaluación de cada Poder del Estado con las diez personas mejor evaluadas a cada cargo y se considerará la paridad de género.
Posteriormente, se depurarán los listados mediante insaculación pública de cada uno de los cargos; se postularán hasta tres personas aspirantes para magistrados y magistradas, mientras que para jueces y juezas, hasta dos personas aspirantes. Cada listado ya aprobado, se enviará al Congreso del Estado a más tardar el 21 de febrero del 2025 a la JUCOPO y se presentará ante el Pleno, antes del 24 de febrero del 2025 para su aprobación.
Por último, se aprobó el acuerdo para que en una reunión posterior, se analicen y voten las propuestas idóneas para la integración del Comité de Evaluación del Poder Legislativo que seleccionarán a las personas mejores calificadas para ocupar los cargos de juzgadoras en el Proceso Electoral Extraordinario del Poder Judicial del Estado 2024-2025.
