El ministro en retiro sugirió tres puntos para dar claridad al artículo transitorio conforme al Estado de derecho, ya que, de no hacerlo, la redacción dejaría una interpretación errónea una vez que la reforma sea aprobada por el Congreso.
El precepto no tiene la suficiente claridad y ha dado lugar a un debate innecesario y a ciertas críticas y descalificaciones, además de preocupaciones legítimas, dijo el legislador.
