La diputada Alma Portillo Lerma, en representación de la fracción parlamentaria de Movimiento Ciudadano, se posicionó respecto a la urgente necesidad de atender la crisis hídrica que afecta a los chihuahuenses, recordando que el Artículo 4°constitucional establece el derecho al acceso al agua como un principio fundamental y que el Estado debe garantizarlo mediante acciones concretas y sostenibles.
La legisladora destacó que, pese a los avances legales, la realidad en Chihuahua está muy alejada de este ideal señalando que muchas comunidades rurales y zonas marginadas aún enfrentan graves problemas para acceder al agua potable con lo que se perpetúan las desigualdades sociales.
Además, indicó en el pleno que la falta de infraestructura para drenaje y saneamiento expone a la población más vulnerable a riesgos sanitarios y condiciones indignas, lo que exige una intervención inmediata y eficaz.
Portillo Lerma subrayó que la sobreexplotación de acuíferos, el avance de la mancha urbana y la contaminación no solo agravan la crisis actual, sino que ponen en riesgo el futuro hídrico del estado.
Señaló también que la falta de transparencia en la administración de recursos, sumada a una distribución desigual y un uso ineficiente del agua, refleja una crisis estructural que debe atenderse desde la legislación con visión integral y sostenible.
En este sentido, la diputada hizo un llamado a sus compañeros legisladores para que este tema sea una prioridad en el Congreso, no sólo en el debate, sino en la generación de políticas públicas que garanticen el acceso al agua para las generaciones futuras, reiterando el compromiso de Movimiento Ciudadano para trabajar en propuestas firmes que aseguren que este derecho humano deje de ser una aspiración y se convierta en una realidad en cada rincón del estado.
Finalmente, convocó a la ciudadanía a participar en esta lucha, destacando que la crisis del agua nos afecta a todos por igual. Hizo énfasis en la necesidad de un esfuerzo conjunto entre los sectores social, gubernamental y productivo para enfrentar el desafío hídrico con justicia y sostenibilidad. “El agua no es solo un recurso; es vida, es futuro, y debemos protegerla para todos”, concluyó.
