El Congreso del Estado aprobó la propuesta presentada por Arturo Medina, coordinador del Grupo Parlamentario del PRI, para exigir a las autoridades federales una solución inmediata a los adeudos y afectaciones que enfrentan productores agrícolas de Chihuahua por retrasos administrativos que no son responsabilidad de ellos.
Medina denunció que numerosas familias del campo cumplieron en tiempo y forma con los trámites para renovar sus concesiones de agua, pero la falta de respuesta de las autoridades federales provocó que fueran excluidas del Programa Especial de Energía para el Campo en materia de Energía Eléctrica de Uso Agrícola (PEUA).
Esta exclusión ocasionó que la Comisión Federal de Electricidad dejara de aplicar el subsidio correspondiente y comenzara a facturar el servicio con tarifas ordinarias, generando adeudos de cientos de miles de pesos y, en algunos casos, cortes de energía en los sistemas utilizados para el bombeo de agua.
“Los productores cumplieron; fue la autoridad la que no resolvió. Es profundamente injusto que las familias del campo tengan que pagar las consecuencias de los retrasos y la ineficiencia de la burocracia federal. No están pidiendo privilegios, están exigiendo justicia”, afirmó Medina.
El legislador priista advirtió que este nuevo golpe ocurre cuando el campo chihuahuense enfrenta una de las etapas más difíciles de su historia reciente, marcada por la sequía, la escasez de agua, el incremento de los costos de producción y el abandono de programas fundamentales para las actividades agropecuarias.
“La Federación ha convertido un retraso administrativo en un castigo económico para quienes hacen producir la tierra. Primero no resuelve sus trámites, después les quita el subsidio y finalmente pretende cobrarles cantidades imposibles de pagar. Ese maltrato contra el campo chihuahuense tiene que terminar”, sostuvo.
Con la aprobación de la propuesta de Medina, el reclamo dejó de ser solamente una petición de los productores y se convirtió en una exigencia formal e institucional del Congreso del Estado de Chihuahua dirigida a la Comisión Nacional del Agua, la Secretaría de Agricultura y Desarrollo Rural, la Comisión Federal de Electricidad y las secretarías federales de Hacienda y Energía.
El acuerdo exige reincorporar al PEUA a los productores afectados, resolver el rezago en las concesiones de agua y establecer un mecanismo para revisar los adeudos generados durante el periodo en que fueron excluidos injustamente del programa. Esto deberá incluir, según corresponda, la refacturación de consumos, la cancelación de cobros improcedentes y la condonación de saldos originados por causas ajenas a los agricultores.
Asimismo, el Congreso solicitó a la CFE abstenerse de realizar cortes o suspensiones del suministro eléctrico en los sistemas de bombeo y rebombeo agrícola mientras se regulariza la situación de los productores.
“Quitarle la electricidad a un pozo agrícola significa detener la producción, poner en riesgo empleos y afectar el sustento de comunidades enteras. Defender al campo es defender la economía, la alimentación y el futuro de Chihuahua”, señaló el coordinador de los diputados del PRI.
Las autoridades federales deberán informar al Congreso, dentro de los siguientes 30 días hábiles, las acciones implementadas, el avance en los trámites pendientes, las reincorporaciones realizadas al PEUA y la atención brindada a los adeudos.
Arturo Medina reiteró que desde el Grupo Parlamentario del PRI continuará encabezando la defensa de los productores y llevando sus demandas hasta las instancias correspondientes.
“El campo de Chihuahua merece respuestas, respeto y justicia. No vamos a permitir que quienes alimentan a México sigan siendo castigados por errores que cometió el propio Gobierno Federal”, concluyó.
