El Congreso local llamó a comparecer a Gilberto Loya Chávez, secretario de Seguridad Pública del Estado (SSPE), para que rinda un informe sobre la detención de mujeres manifestantes en la marcha del Día Internacional de la Mujer, en la capital chihuahuense, debido a la violencia que fue utilizada.
El punto de acuerdo propuesto por la diputada América Aguilar Gil (PT), y a la que se adhirieron las otras bancadas, incluye la solicitud para que la SSPE inicie una investigación sobre los presuntos agentes, quienes vestidos de civiles, cometieron el presunto delito.
Tal comparecencia deberá hacerse ante las comisiones unidas de Igualdad, y de Seguridad Pública, del Poder Legislativo de Chihuahua, para que también de a conocer los protocolos y lineamientos aplicados durante la manifestación.
De igual manera deberá otorgar un informe de las acciones que se implementarán para garantizar el respeto a los derechos humanos de las manifestantes en futuras movilizaciones, y medidas de sanción a funcionarios o elementos de seguridad que hayan incurrido en posibles violaciones a los derechos fundamentales.
Aguilar Gil expuso que de acuerdo a reportes periodísticas, y testimonios de asistentes a la 8M, en la manifestación presuntos elementos de la SSPE llevaron a cabo diversas detenciones de mujeres, algunas de ellas identificadas como activistas, y defensoras de derechos humanos.
Para ello, presentó videos con que fueron compartidos en redes sociodigitales, donde se muestran las agresiones, y dijo que de manera dolosa los supuestos agentes policiales “esperaron a que la marcha se disolviera, para detenerlas”.
En las grabaciones observa a parejas de hombres, que toman de las extremidades a las mujeres, y las arrastran por la calle hasta llevarlas a las patrullas, y se escucha que les dicen expresiones como “¡Órale, cabrona!”.
De acuerdo a la legisladora ellas fueron “detenidas sin una causa clara”, y fueron trasladadas a instalaciones de seguridad sin que se les permitiera comunicación inmediata con abogados o familiares, dentro de un arresto por demás violento.
En ese sentido, señaló, no pueden existir dichas arbitrariedades por parte de las autoridades del estado ya que es un derecho instaurado por la Constitución Política de los Estados Unidos Mexicanos, la cual protege el derecho a la manifestación y la protesta pacífica en sus artículos 6 y 9, al igual que tratados internacionales suscritos por México, como la Convención Americana sobre Derechos Humanos y el Pacto Internacional de Derechos Civiles y Políticos.
Ante ello, “resulta indispensable que las autoridades estatales expliquen los fundamentos legales de su actuación, los protocolos utilizados y las medidas que adoptarán para prevenir violaciones a los derechos humanos en futuras movilizaciones”, concluyó.
