Durante la discusión de la iniciativa y dictamen de la Ley General de Aguas, la diputada del PAN, Carmen Rocío González Alonso, acusó que Morena traicionó a los productores agrícolas y ganaderos del país al aprobar una legislación que, lejos de resolver los problemas hídricos, condena al campo mexicano a una crisis más profunda, criminaliza a los productores y pone en riesgo la soberanía alimentaria del país.
En tribuna, la legisladora advirtió de los riesgos de discrecionalidad en la asignación y reasignación del agua desde el centro, así como la pérdida de derechos y patrimonio de millones de familias que viven del campo. “Con esta ley, los sicarios legislativos del cártel de Morena dan un golpe mortal al campo mexicano”, afirmó.
Destacó que Acción Nacional reconoce que el agua es un derecho humano y que jamás debe acapararse o usarse como instrumento de control político, sin embargo, aseguró que “eso es lo que pretende hacer Morena: centralizar el manejo del agua para tener el control electoral y limitar la certeza jurídica de quienes viven del campo.
La también presidenta de la Comisión de Federalismo y Fortalecimiento Municipal, advirtió sobre los riesgos de la centralización del agua. “Son cinco los daños que Morena provocará al sector agropecuario: Simulación y maquillaje legislativo, perjudicando el patrimonio, derechos y certeza jurídica de los productores, agricultores y ganaderos del país.
Asimismo, detectamos el debilitamiento de la soberanía alimentaria y fortalecimiento del centralismo, ignorando la realidad de estados como Chihuahua, donde obtener una gota de agua requiere de enormes esfuerzos y costos; Ambigüedad y falta de claridad en la transmisión de derechos derivados de concesiones, que es un tema clave para el binomio tierra-agua que da valor al trabajo de los productores.
También existe el “riesgo de erosión de la seguridad jurídica y de la inversión en el campo, privilegiando el control político-electoral, además de la criminalización de productores, al imponer amenazas de cárcel y grandes multas a productores, en lugar de escuchar, ordenar y destinar presupuesto suficiente para atender las necesidades del campo”, indicó.
La diputada González Alonso dijo que si tanto le importa la corrupción al gobierno federal, que vaya por los verdaderos corruptos que, añadió, “ya sabe quiénes son, y entre ellos está el esposo de una diputada de Morena. También, dijo, están los coyotes del maíz y frijol.
Concluyó que “lo que ocurra en el país por esta ley, será responsabilidad absoluta del gobierno federal y de Morena, por su soberbia, negligencia y simulación. No han entendido que el país se les cae a pedazos y paradójicamente, esta ley de aguas es la gota que derramó el vaso”.
