Como parte de las mesas de diálogo con las diversas representaciones políticas del Congreso del Estado, integrantes de la Coparmex Chihuahua se reunieron con el Grupo Parlamentario del partido Movimiento Ciudadano (GPMC), donde resaltaron la necesidad de evitar aprobaciones legislativas “fast-track”.
Lo anterior, sobre todo en temas esenciales para el sector privado, y para la ciudadanía chihuahuense en general.
En la reunión, realizada en el marco de una sesión de la Comisión de Desarrollo Democrático de Coparmex, participaron Miguel Barragán, Gilberto Sánchez, Zabdi Arvizo, Hugo López, Gabriel Trevizo, David Almeida y Soraya Olivas.
De parte del GPMC acudieron el coordinador, Francisco Sánchez Villegas, electo por la vía de representación proporcional, y la diputada por Parral, Alma Yesenia Portillo Lerma.
Como parte del protocolo de la sesión, los integrantes de la COPARMEX brindaron información clave sobre el Modelo de Desarrollo inclusivo (MDI), que representa una nueva visión de país desde la perspectiva de la Confederación Patronal, en pro del sector y de todos los mexicanos.
Asimismo, explicaron el trabajo que los empresarios que realizan a través de las diversas Comisiones y Proyectos.
Destacaron el enfoque del Centro Empresarial, en cuanto a su posicionamiento como Sindicato Patronal, es decir, un organismo multisectorial que vela por los intereses de los empresarios, sus colaboradores y sus familias.
Los diputados expresaron que, con la aprobación de la Reforma Judicial, y la denominada Supremacía Constitucional, se avizoran posibles violaciones a los derechos de los mexicanos, la militarización del país, entre otros, que no podrán ser combatidos legalmente ni por las entidades federativas, ni por los ciudadanos, al instituirse un régimen centralista en su totalidad.
Por otra parte, agregaron que, como bancada en el Poder Legislativo local, están planteando una revisión del pacto federal, ya que consideran que la actual política fiscal federal está “rota”, y que no se toma en cuenta la voz de los ciudadanos y las facultades de los estados las ha absorbido el gobierno federal.
Los ejes para un nuevo trato fiscal hacia Chihuahua, a decir de los legisladores, proponen un presupuesto justo, fortalecer el estado de derecho y seguridad jurídica, ya que en la actualidad, dicen, hay un modelo inequitativo de distribución de recursos públicos.
Movimiento ciudadano plantea las siguientes premisas “un nuevo trato para tu familia”, “un nuevo trato para el campo y el agua”, “un nuevo trato para tu dinero”, “un nuevo esquema de Justicia”, entre otras.
Por otro lado, los diputados expresaron la necesidad de impulsar acciones contundentes para blindar Chihuahua, como proteger Constitución Política local contra las reformas centralistas, establecer principios que no puedan ser votados, y que las reformas que trastoquen la soberanía local no se toquen.
Asimismo, plantean la creación de Ley de Autonomía Regional, una Reforma para la Soberanía de Chihuahua en materia de agua, la creación de jueces privados para facilitar el acceso a la justicia en el estado, así como una figura de amparo chihuahuense, todo ello ante el fracaso de la justicia federal.
En cuanto a las aprobaciones fast-track que se pudieran generar tanto en el Poder Legislativo federal como en el local, indicaron que actualmente hay una iniciativa presentada para que, cuando se originé una propuesta en la Cámara de Diputados Federal, deban trascurrir cuatro meses para pasar al Senado de la República, y en los estados dos meses más.
Finalmente, los empresarios expresaron la necesidad de mantener el diálogo franco y abierto con la bancada de Movimiento Ciudadano, como se les ha planteado a las fracciones parlamentarias del PAN y Morena.
