Con el objetivo de salvaguardar la vida y la integridad de las y los chihuahuenses ante fenómenos climáticos extremos, la diputada local por el Partido Acción Nacional (PAN), Nancy “La China” Frías, presentó una iniciativa de reforma a la Ley de Protección Civil del Estado, con la finalidad de establecer un sistema estatal de alertas inmediatas a través de dispositivos móviles.
“Queremos que cualquier persona en Chihuahua, sin importar si vive en una zona urbana, rural o con poca conectividad, reciba avisos directos en su celular cuando su seguridad esté en riesgo: desde el cierre de calles o carreteras, hasta tormentas, tolvaneras, olas de calor o cualquier tipo de emergencia”, explicó Frías desde tribuna.
La propuesta contempla que la Coordinación Estatal de Protección Civil pueda celebrar convenios con instancias federales, municipales y operadores de telecomunicaciones, a fin de implementar este sistema de alertas sin necesidad de contar con internet, aplicaciones o registros previos.
“Cada minuto cuenta. Estas alertas pueden marcar la diferencia entre la prevención y la tragedia”, subrayó la legisladora.
Inspirada en modelos exitosos a nivel local e internacional, la iniciativa propone una reforma legal que defina el concepto de “Alerta Inmediata de Protección Civil” y establezca mecanismos claros para su activación y funcionamiento.
“La China” Frías recordó que herramientas similares han demostrado su eficacia en casos como la Alerta AMBER y el Protocolo ALBA, recientemente aprobados por el Congreso, por lo que ahora es momento de aplicar ese mismo enfoque en situaciones de emergencia climática y fenómenos naturales.
