El Congreso de Chihuahua reformó el artículo 8º de la Ley Estatal de Educación, con la finalidad de añadir a las atribuciones de la autoridad escolar, la de fomentar el uso correcto de las reglas gramaticales y ortográficas del idioma español.
El dictamen fue presentado por el diputado Carlos Olson San Vicente, en representación de la Comisión de Educación, Cultura Física y Deporte, quien expuso que es de suma importancia proteger las reglas gramaticales y lingüísticas del idioma español en las escuelas de educación básica, ya que es fundamental para preservar la riqueza y unidad de la lengua referida.
En la etapa básica de la educación, los niños forman las bases de su competencia lingüística, por ello, enseñar con claridad las estructuras gramaticales, la ortografía y el uso correcto del español garantiza que puedan expresarse con precisión y comprensión tanto de manera oral como escrita; sin embargo, si se esta formación, se corre el riesgo de que el idioma se fragmente, se empobrezca o se desvirtúe con el tiempo.
Además, resaltó que el idioma no es solo un medio de comunicación, sino también un vehículo de identidad cultural, historia y pensamiento.
Es por lo anterior, que se estableció que en la educación que impartan el Estado, los municipios, los organismos descentralizados y los particulares con autorización o reconocimiento de validez oficial de estudios tendrá, entre otros fines, se deberá fomentar el uso correcto de las reglas gramaticales y ortográficas del idioma español.
Cabe mencionar que las y los integrantes del Grupo Parlamentario del PAN, en su iniciativa que dio origen a la reforma aprobada, señalaron que seguir las normas gramaticales y ortográficas, nos ayuda a generar una disciplina en todos los rubros, particularmente, en la etapa más importante de la formación; seguir las reglas y los detalles ayuda a nuestra mente a ordenar ideas y prioridades.
El desarrollo de las y los niños debe ser uno de los objetivos fundamentales para el progreso ordenado del país, dado que los niños de hoy son el futuro y su supervivencia, protección y desarrollo son esenciales para el avance de la humanidad.
