El paquete de aranceles que México aplicará a las naciones con las que no tiene acuerdos comerciales pretenden proteger 350 mil empleos en diferentes industrias y garantizar el piso parejo, pues hay sectores que ofertan precios por debajo de los de referencia internacional, aseveró el titular de la Secretaría de Economía (SE), Marcelo Ebrard Casaubón. En la mañanera de este lunes, el funcionario explicó las medidas aprobadas la semana pasada en sesión fast track por el Senado de la República, lo cual se dio en demanda de diferentes industrias, en particular la automotriz, acerera, textil, vestido y calzado.
“El propósito es cuidar 350 mil empleos de México. Ese el objetivo final”, señaló el secretario, al destacar que el impacto en el consumidor será menor, de 0.2 por ciento.
Indicó que se trata de 17 industrias favorecidas con esta estrategia, que no se destina a un país en particular, sino a productos específicos que provengan de naciones con las que México no tiene acuerdo comercial.
Son sectores “donde hemos visto mas afectaciones al empleo, no porque no puedan competir, sino porque se reciben productos por debajo de los precios de referencia internacional, o sea, no hay piso parejo”.
Los 350 mil puestos de trabajo que se prevén proteger con estas medidas, dijo, la mayoría se ubica en el sector automotriz —que genera un tercio de los trabajos de manufactura en México—; además de las industrias del calzado y el vestido, el acero y la textil.
Ebrard indicó que se trata de una medida preventiva para la que se seleccionaron 17 sectores estratégicos y se ubicaron mil 463 fracciones arancelarias.
“No hemos tomado una decisión por país, México no establece aranceles a un país. El objetivo es proteger ciertos sectores industriales, nuestra organización (de aranceles) está por producto, hablamos de países con los que no tenemos tratado comercial, porque cuando hay no se pueden aplicar”.
Dijo que el Congreso dialogó no sólo con representantes de las industrias, sino también de los países con los que no se tienen acuerdos comerciales como China, India, Corea del Sur, Rusia, Indonesia, entre otros.
“Si no tomamos medidas ahora, en todo un año es: ¿cómo vamos a recuperar esos 350 mil empleos? Por ese se actúa a tiempo. ¿Esto va a encarecer? No, hicimos un cálculo fraccionado por fracciones, calculamos que sería 0.2 por ciento el impacto. Si competimos, somos el país exportador más destacado de América Latina, pero tiene que haber piso parejo, condiciones de competencia, no permitir precios por debajo de inventario”, apuntó.
Por su parte, la presidenta Claudia Sheinbaum Pardo señaló que con estas medidas se podrán recaudar 30 mil millones de pesos anuales en impuestos, aunque ese no es el objetivo final.
Resaltó que su gobierno dialoga con todos los países donde hay productos a los que se impondrán estos aranceles.
“No queremos enemistarnos con ningún país, son decisiones que se toman en acuerdo con distintos sectores industriales en el país para fortalecer el empleo y el desarrollo de México”, afirmó.
