En sesión del Congreso del Estado, la diputada Brenda Ríos presentó un voto razonado con moción de modificación en contra de la Ley de Ingresos del Estado de Chihuahua 2026, específicamente por el incremento al Impuesto Sobre Nómina del 3% al 4%, al señalar que no se trata de un ajuste menor, sino de un aumento del 33% que impacta directamente al empleo, la inversión y la economía de las familias.
Desde tribuna, la legisladora advirtió que dicho incremento es inconstitucional, ya que contraviene los principios establecidos en el artículo 134 de la Constitución, que obligan al Estado a eficientar el gasto público, eliminar privilegios y recortar excesos antes de imponer nuevas cargas fiscales.
Ríos señaló que actualmente persisten salarios elevados en la alta burocracia, estructuras infladas y gastos superfluos, mientras se pretende trasladar el costo de esa falta de disciplina financiera a las empresas, especialmente a las pequeñas y medianas, afectando al empleo formal y a los trabajadores.
Subrayó que el problema no es la falta de ingresos, sino la ineficiencia del gasto público, coincidiendo incluso con lo expresado por organismos empresariales, y reiteró que primero debe ordenarse el presupuesto y cumplirse la Constitución antes de discutir cualquier incremento de impuestos.
Finalmente, la diputada anunció que promoverá la acción de inconstitucionalidad correspondiente contra esta disposición y contra el paquete presupuestal en su conjunto, al afirmar que cuando la Constitución se ignora en el presupuesto, se defiende en los tribunales, y que Chihuahua necesita un Estado que gaste mejor, no uno que recaude más por inercia.
