El Centro Estatal de Mecanismos Alternativos de Solución de Controversias en Materia Penal, realizó la Ceremonia de Graduación en la Especialidad en Materia de Niñas, Niños y Adolescentes, que fue concluida por 114 servidores públicos de la Fiscalía General del Estado y de la Comisión Estatal de Derechos Humanos.
El titular del CEMASC, Daniel Terrazas Parada, inició su intervención con una reflexión sobre un caso de éxito que se resolvió de un adolescente que causo daños a una vecina, dijo, son casos de la vida real, situaciones que existen y que están enfocados a atender principalmente para reparar el tejido social.
Agradeció a los graduados por su trabajo, por su esfuerzo en esta especialidad de 120 horas, reiterando que en el Centro Estatal de Mecanismos Alternativos la capacitación y profesionalización del personal es un garante de un mejor servicio para la ciudadanía.
La Fiscalía, a través del CEMASC cuenta con un 97% del personal que ya está certificado en materia de niñas, niños y adolescentes. “Esto muestra el compromiso que nos ha marcado el Fiscal General del Estado, en no escatimar esfuerzos en la formación de más y mejores elementos”, señaló Terrazas Parada.
En su participación, el Fiscal de Control Análisis Evaluación, Mtro. Jesús David Flores Carrete, quien acudió en representación del Fiscal General del Estado, César Jáuregui Moreno, destacó la voluntad política de la Fiscalía General del Estado, los municipios involucrados y la Comisión Estatal de Derechos Humanos y Ficosec, para la realización de esta capacitación.
Expresó que esta materia debe cobrar cada vez más relevancia en la aplicación del derecho mismo, porque los derechos humanos de los niños, niñas y adolescentes como manifestación del derecho social y el interés superior del infante, se enmarcan dentro de la obligación constitucional que todos tenemos en el alcance de nuestras competencias de promover, de garantizar, de respetar y de proteger.
Felicitó a los 114 elementos de las distintas instituciones que culminaron su especialidad y ahora se enfrentan al reto principal de poner en práctica todos los conocimientos adquiridos y les insistió en la importancia de replicarlos.
Por su parte, el director jurídico de la Comisión Estatal de Derechos Humanos, Sergio Alejandro Ruiz Dávila, en representación del presidente de CEDH, Alejandro Carrasco Talavera, agradeció al director del CEMASC por la visión de hacer fuerte los mecanismos alternos de solución de controversias en el estado.
Señaló que la Comisión Estatal de los Derechos Humanos trabaja para lograr esa profesionalización y esa especialización de su personal, especialistas en diversas materias que coadyuvan siempre con la Fiscalía General del Estado.
El CEMASC es una institución dedicada a la resolución pacífica de conflictos penales mediante mecanismos alternativos como la mediación, la conciliación y las juntas restaurativas. Su misión es promover el diálogo entre víctimas y ofensores, buscando acuerdos que garanticen la justicia a través de la mediación.
Estuvieron presentes, además: el Ludolfo Zapata, enlace del Instituto de Formación Policial del estado de Chiapas; Lic. Cecilia Emma Olivares Gándara, Directora Ejecutiva de la Red de Cohesión y Participación Social; Mtra. Ada Miriam Aguilera Mercado, Fiscal de Derechos Humanos y Desaparición Forzada y Lic. Laura Marcela Calleros Zubiate, de la Red de Cohesión Social.
