Este año, Trump ya había desplegado tropas y Guardia Nacional en la frontera sur para contener el flujo de drogas y migrantes, además de intensificar labores de vigilancia e interdicción. En enero, ordenó al Departamento de Estado catalogar a varios cárteles como organizaciones terroristas extranjeras, incluyendo al Tren de Aragua, la MS-13 y otras, alegando que representan “una amenaza para la seguridad nacional que va más allá de la que representa el crimen organizado tradicional”.
