Ucrania obtuvo varias concesiones en la versión más reciente del plan estadounidense para poner fin al conflicto con Rusia, según divulgó el presidente Volodimir Zelenski, aunque sigue habiendo muchas dudas sobre la cuestión territorial y si Moscú aceptará los nuevos términos.
El mandatario ucraniano destacó que el plan actualizado prevé congelar el frente en las líneas actuales, y abre la posibilidad de crear zonas desmilitarizadas. En declaraciones divulgadas este miércoles, Zelenski afirmó que el plan de 20 puntos, consensuado por negociadores estadounidenses y ucranianos, estaba siendo revisado por Moscú.
Sin embargo, es poco probable que el Kremlin abandone sus rígidas reivindicaciones territoriales, y su demanda de una retirada plena de Ucrania de la región del Donbás. El portavoz del Kremlin, Dmitri Peskov, declaró que Moscú está “formulando su postura” y se negó a comentar los detalles del plan.
El propio Zelenski admitió que en el documento actualizado hay algunos puntos que no le gustan. No obstante, Kiev logró mover la propuesta estadounidense original, de 28 puntos, que mantenía muchas de las demandas rusas.
En ese sentido, decayó el pedido de que Ucrania se retire de inmediato de la zona que controla en la región oriental de Donetsk, integrante del Donbás. También decayó la posibilidad de que el territorio ocupado por Moscú sea reconocido como ruso.
Asimismo, la exigencia de que Kiev renuncie formalmente a su pretensión de unirse a la OTAN también fue suprimida de la última propuesta, si bien Estados Unidos ha dicho que no admitiría a Ucrania en la Alianza. Rusia ha hecho saber reiteradamente que las pretensiones ucranianas de integrar la OTAN son inaceptables, y presenta esto como uno de los motivos que condujo a la invasión.
